ABSTRACT

This chapter focuses on the uniqueness of the two nations' contexts and presents their latest developments in human resource development (HRD)as a way of proposing that HRD in China today is likely to be a predictor of what will happen in Democratic People's Republic of Korea (DPRK) in the future. HRD activities and practices in China and DPRK with their similar contexts may be able to contribute to organizational and national goals in the defined domain. However, it is unlikely to develop world-class employees due to its restrictive ideological control and thought unification. While HRD has played an unprecedented role in recent years of economic reform, especially in China, its future role in developing innovation capacity and creativity in both countries will largely depend on how much HRD learning and development activities are given a free hand to explore. We anticipate that HRD's role in this shifting paradigm is likely to be critical in shaping the future of these two countries.
