ABSTRACT

The administrative system in China is analogous to the executive branch of the U.S. government but with a few major differences. First, the person at the top of the administrative system hierarchy in China, the Premier, is not the top leader in the country, nor is he the chief executive over all levels below him (e.g., governors, mayors, etc.). All officials in the administrative system are under the leadership of the party. As discussed in Chapter 34, governmental entities are run by a partnership, and the administrative leader is always the number-two person behind the party secretary for each administrative unit (whether a village or the nation). Second, the administrative system is vertically integrated with an organizational structure more similar to a for-profit company than to the executive branch in the United States in that respect.
