ABSTRACT

In Chapter 5 we discussed Itō's 1907 constitutional reforms in Japan. From 1903, as reappointed president of the Imperial Household Research Committee, he had set out to establish a modern imperial household system, but he was also working on reforms to achieve a national system of responsible government centered on the cabinet. Itō's main objective was to strengthen the cabinet and it is likely that he used the committee as a cover for that purpose.
