ABSTRACT

This chapter analyzes the information and communication technology (ICT) industries in three segments: IC/ element device, equipment system, and end users' devices/applications. The Chinese electronic element/device/IC segment recovered from the financial crisis in 2010 and then grew quickly. The chapter explores latecomer industries' catch-up behavior under new technological windows to propose policy options for the ICT industry in China. Patent application quantity also shows the trend of technology catch-up activities. According to the World Intellectual Property Organization (WIPO), Huawei ranks fourth in the world for the number of international patent applications in 2007, after Matsushita, Philips, and Siemens. The number of patent applications also reflected catch-up performance in the communication equipment industry, whereby local companies applied many more patents than FDI companies. The Ministry of Industry and Information Technology approved the TD-LTE testing network built by China Mobile and Datang in Nanjing.
