ABSTRACT

This chapter examines Russia's regional energy policy in Eastern Siberia and the Far East, including relations with East Asian countries in the energy sector, development of concepts and forecasts of energy production and consumption in eastern Russia and potential export to East Asian countries. Energy development in Eastern Siberia and the Far East during the time period covered will strive to not only meet the local energy demand in these regions, but also to provide export supplies to the energy markets in East Asia. Annual rates of gross regional product (GRP) growth in Eastern Siberia in the first stage will be around 5-6 percent, 7-8 percent in the second stage and 6-7 percent in the third. The chapter presents an overview of potential energy sources and needs in Russia and East Asian countries, as well as general recommendations for promoting the trade, investment and infrastructure development that will be necessary to translate potential into reality.
