ABSTRACT

After having established in the first chapter who - within the stratum ruling the Soviet system - resists most strongly the change to the market-type economy, and having extended the same type of analysis in the second chapter to managers and workers (employees), I turn here to the main area of rent-seeking in STEs. The resistance to change is not equally strong across the economy. After all, the economic history of Eastern Europe and China presents some cases of limited but undoubtedly positive effects of changes in STE agriculture.
