ABSTRACT
As the paradigm shifts from institutional care to home care without significant government sponsored health care reform, it is an important time to look at all systems of care in the community setting. The community care system, because of very limited public or private financial support, has not developed in the same way as institutional care. Therefore, community care may be more fragmented and difficult to access, especially by older adults with chronic long-term care needs.
