ABSTRACT

The capacity to conduct internal evaluations can be both a strategic asset and a competitive advantage for home care programs. Evaluation research is unique among the social sciences in that it involves the direct application of research techniques to practical problems associated with the delivery of services. In essence, evaluations seek to determine how and why programs work (process) and how and whether program processes impact outcomes. Thus, evaluations are very “hands on” and very much concerned with the nuts and bolts of how specific programs work.
