ABSTRACT

We saw in Chapter 1 that cities are getting bigger: by the year 2015, it is estimated that Lagos, Bombay, Jakarta, and Sao Paulo are predicted to have populations of 24.4, 27.4, 21.2 and 20.8 million respectively (Lancet, 1996). None of the cities that came to the conference were anything like this size, and the task of organising a mental health system which is equitable and comprehensive on this scale is a formidable one. As cities get larger, they lose their human scale, and for this reason we have presented findings for smaller cities like Baltimore, Madison and Verona which have, in their different ways, planned comprehensive community mental health services.
