SIMPLICITY AND QUALITY first are the keynotes Chez Allard, a bistro of the rather expensive category. It has a very unassuming fa9ade on the comer of the Rue de l'Eperon and the Rue St. Andre des Arts, which latter street runs into the Place St. Michel. This restaurant figures high on every gourmet's list of the best "grande table, petite maison" bistros of Paris. It has long been patronized by the smart set, who consider it fashionable to change, now and again, from the carpets and comforts of the Champs Elysees restaurants to the simple sawdust-on-the-floor establishments of the Left Bank.
