ABSTRACT

At the beginning of 1958 the political structure of Pakistan had degenerated markedly. For twenty-four hours there was no communication with the outside world and no newspapers. Altaf Husain’s telephone was cut off for twelve hours and police were posted outside his residence keeping a strict note of comings and goings. One of the regime’s first edicts was that strict censorship would be imposed on the Press. Only ‘constructive criticism’ of Government policy would be tolerated. The simultaneous announcement in Rawalpindi and Peking that Pakistan and China have reached complete agreement, in principle in regard to the alignment of the common border, will be hailed with rejoicing by the peoples of the two countries. The Bureau of Reconstruction has to perform the threefold task of: coordination of this national effort, projection of the problems facing the country before the people and offering of proper guidance in the solution of these problems.
