ABSTRACT

It was in this turbulent atmosphere that the Arab delegations began arriving in Cairo to attend the meeting of the Arab League Council on 27 March 1978. The meeting was attended by representatives from all the Arab states except Syria, Libya, Algeria and South Yemen, who boycotted it in protest against President Sadat’s visit to Jerusalem. The PLO was among those participating and this gave me great satisfaction. Fourteen foreign ministers participated, which was in itself of considerable significance.
