ABSTRACT

Lebanon accused the United Arab Republic (UAR) of being the cause of its internal civil disorders. The Lebanese matter was shifted to the United Nations (UN) General Assembly where the Arab League secretary-general succeeded in persuading Lebanon and other Arab states to consider a League resolution which was broad and acceptable to the UAR. The secretary-general moved quickly and in three days he was able to form the UN Observation Group in Lebanon UNOGIL which held its first meeting in Beirut on 19 June. Omar Loutfi, the UAR representative at the UN rejected Dr Charles Malik's accusations and accused Lebanon of acting in bad faith during the Arab League meetings at Benghazi. The Security Council meeting on 10 June witnessed similar trading of accusations between the Lebanese and UAR representatives. Dr Charles Malik's appealed to the Security Council for help and argued that the situation had ‘become exceedingly serious’.
