Industry clusters have been defined in regional economics, urban growth and geography literatures as geographic concentrations of firms or businesses in a particular field that cooperate, share local resources, exchange knowledge, and also compete (Bernat, 1999; Goetz et aI., 2004; Porter, 2000). The importance ofclusters and the agglomeration benefits they provide are recognized both by economic developers and policy makers (NGA, 2002; Porter, 2004). Building agglomeration economies is increasingly a strategic choice among economic development practitioners.
