ABSTRACT
The most powerful force of the present that of nationality is the most dangerous weapon in the hands of the enemies of law and order. This fact must be appreciated if there is to be any insight into present events. Through all hearts flows this desire for a community to develop in Germany, powerful and respected abroad. This is the only thought that extends beyond parties, to which conflict of different tribes, and political doctrines are subordinated. The best means to prepare for reform of the Confederation was to call a ministerial conference representing the seventeen votes of the inner council of the Confederation. Its task must be to fix the basic principles for national state reform. In case this was not possible Radowitz recommended special associations to deal with different national problems, on lines of the customs union, however with the final aim of making these associations finally the property of the confederation into which they will be merged.
