ABSTRACT

The Austrian ministry's programme of 27 November declares: that the various states within Austria are united in one political unit, that the political relations between Austria and Germany can only be settled when the two political complexes have both reached a new stable structure, that is, they have decided on their own internal organisation. This view of Austria's attitude towards Germany did not merely meet with the approval of the Austrian parliament at Kremsier, but it also seems to be in accord with the wishes and opinions of the vast majority of the population of the German regions of Austria. The Reich ministry believes that in its assessment of the position to be adopted by the Central Authority towards Austria. The constitution of the German federal state, the speedy conclusion of which is in the interests of both parties, cannot however be a subject of any negotiations with Austria.
