ABSTRACT

A preamble declares that the Bundestag and the German National Assembly decisions of 1848-49 have failed to get agreement on a constitution by all members of the Confederation so these states are seeking the basis for an agreement which will not divide Germany. In Art. 1. The diplomatic representation of Germany to the outside world, judicial competence over common confederal concerns. In Art. 2. The confederal institutions are: the confederal government, the national representation, the confederal court. In Art. 3. The confederal government is formed from seven members as follows: Austria, Prussia, Bavaria, Saxony, Hannover, Wrttemberg, and the two Hesses. In Art. 5. The confederal government decides by simple majority. In Art. 8. The national representation consists of 300 elected members, 100 from Austria, 100 from Prussia and 100 from the other states. In Art. 9. The national representatives will be elected by the representatives of the state assemblies.
