ABSTRACT

Although the press is self-regulated, a lot of media is regulated by the law. Broadcast media is in addition regulated by statutory bodies. This mixed regulatory power came about because of the history and development of media regulation. First, the law to provide basic civil rights protection for citizens then, as newspapers become more significant, further additions to the law. Then with the advent of broadcasting, initially publicly owned, a whole new field of regulation that even after the start of commercial broadcasting remains statutorily controlled. I have looked at the selfregulation that this spawned for the press and later the internet in the previous chapter. Now I turn to the law and statutory regulation of broadcasting.
