We must conserve our resources, owing to our shortage of reserves, and that for this and a variety of other reasons we cannot hope for quick or impressive results in the initial stages . . . Taking the above factors into account it is considered that it would be unwise to begin retaliation on the Ruhr until we are in a position to do so effectively. Sporadic and inaccurate bombing of the Ruhr by a few squadrons would be ineffective and generally undesirable. When we attack we must do so effectively, and it is essential that we should be able to destroy the generating stations and coking plants which have been selected as the first and most vital objectives.
