ABSTRACT

In this concluding section of Part One, we synthesize and elaborate the themes of the previous two sections by outlining three principles of bilingual programme planning. These principles of programme planning are some of the common denominators of successful programmes independent of the characteristics of the children being served. The first principle is the principle of ‘first things first’; the second is the principle of ‘bilingualism through monolingualism’; and the third is the principle of ‘bilingualism as a bonus’.
