The pressures of power (1864—70)

M arch 1866, Ollivier moved an amendment against the address to the throne, which obtained forty-two signatures. Its purpose was to urge Napoleon III to continue with the reforms begun in i860, and, though it was defeated by 206 votes to 63, in the course of the debate the £Vice-Emperor5, Rouher, was obliged to concede that further reform would be forthcoming at an appro­ priate moment.
