CONSOLIDATING THE NATION

In the fi rst fi ve years of independence, India had absorbed eight million refugees, completed its Constitution, and held an election of 178 million voters. These were remarkable feats in themselves. But at the same time, India had fought its fi rst war with Pakistan over Kashmir, had integrated 600 other semi-autonomous princely states into its union, and had initiated its First Five Year Plan for economic development.
