ABSTRACT

This chapter presents an overview of the process of risk assessment. The CDM Regulations (HSE, 1994) emphasize risk assessment during the design phase and place clear responsibilities upon the designer and the principal contractor. Risks identified during the conceptual development of the project will allow the designer to consider their likely effects and take mitigating steps. This is undertaken through detailed health and safety risk assessment during design review. This information forms an important part of the pre-tender health and safety plan. Hazards and risks identified in the designer's risk assessment will be followed up by the principal contractor when compiling the construction health and safety plan, a further requirement of the CDM Regulations.
