ABSTRACT

The principle involves reducing the relative costs of construction by designing, procuring and constructing the work in a different way. The construction industry has, of course, been responding to the challenge with some success throughout the latter part of the twentieth century. Contractors wanted more completeness in the designs with less interference from consultants, and through consultants from clients during the construction process on site. The government would probably end up paying less for its projects and would be able to offer a more even workload to the industry. In the context of business, activities are considered to be repetitive actions that are performed to fulfil a business function. Any anticipated real cost reduction will therefore need to take into account the relatively low base of construction costs because they have been artificially repressed due to the recession.
