National urban development strategies
A suitable juncture has been reached at which to consider the practical policy and planning aspects of the debates which surround the issues of urban primacy, over-urbanisation, unequal development, urban bias, and regional inequalities in developing societies. Policies which endeavour to regulate and modify existing patterns of urban development at the national-regional scale are referred to as national urban development strategies. Naturally, specific national urban development strategies have a close relationship to one or more of the broad theories and conceptualisations of urbanisation which have been reviewed in Chapters 2 and 3. The division of policies into those which are top-down and those which are bottom-up is particularly relevant.
