Housing and shelter in Third World cities: rags and riches

It is sobering to reRect that around 20 per cent of the world's total population is thought to be lacking decent housing. With regard to the residents of the developing world, it is estimated that at least one fifth, and perhaps over half, live in substandard housing, and this is in situations where national governments are either unwilling, or unable, to make housing available of a higher standard.
