The National Water Act is supplemented by the South African National Environmental Management Act 1998. This also establishes fundamental principles of ‘environmen­ tally sustainable development’ including ‘creative empowerment’ of the kind outlined in Box 1.8. The Act also creates a citizen’s right to appear before the courts on the basis of upholding social and environmental well-being where this is threatened by a proposed administrative action.
