This has profound implications, not just for theoretical ecology blit also for pollu tion control policy and international co-ordination. For example, the variability of nationally occurring heavy metals is quite large, but not fully known. It makes no sense to identify threshold levels of anthropogenic inputs of these metals, because the thresholds or critical loads may never be known with any accuracy.
