State and private factories built in the Urals. Lipetsk metallurgy works built. Dl6nets metallurgy works built. Salt and tobacco made a state monopoly. Suk6nnyi dvor woollen mills opened in Moscow. Cotton factory built on the river Ializa, Moscow. Artillery and Admiralty works built in St Petersburg. Domestic distilling forbidden. Spirits to be bought in state Kabaki (9 Feb.). Decree allowing 'People of all ranks to trade in any commodity anywhere.' Creation of the Kommirtz-kolligiia (College of Trade) (Feb.). Tlila 'Armaments Yard' built. Nobles allowed to distil spirits. State monopoly on foreign trade relaxed. Trade in all commodities except potash and tar may be carried out by merchants after the payment of duty. The household tax is replaced by the poll tax, to be paid by all adult males on the census registers, except nobles, soldiers and priests (26 Nov.). The first census is carried out to establish those liable for the poll tax.
