Kamer-kolligiia (College of State Revenues) is restored specifically to deal with the poll tax. Landowners are made responsible for poll-tax collection. Military units to collect arrears. A. S. Maslov, over-procurator of the Senate, given overall responsibility for the collection of poll tax arrears (10 Oct.). Maslov's office renamed the Doimochnyi Prikaz (Arrears Ministry). Landowners become responsible for poll tax arrears as well as collection (23 Jan.). Willim Elmzel's Glass Works established in St Petersburg. (After 1777, owned by G. A. Potemkin, who moved it to Ozerki, outside St Petersburg. 1792, becomes state property and renamed the Imperial Glass Manufactury).
