ABSTRACT

This chapter highlights some of the more important factors underlying the design of the client’s small works procurement system. There are many alternative procurement routes for small building works and the selection procedure should ensure that the most appropriate route is chosen - the best option being that which is most likely to achieve organisational objectives. The building function is important because each type of building represented in the client’s portfolio will have particular requirements for its successful management, including the management of its small works. Quality has become the watchword for more and more organisations, both strategically and operationally, with the advent of Total Quality Management. Health and safety is a particularly important aspect of small works management, especially because much work of this nature will be carried out in occupied buildings. The criteria for success, or objectives, provide management with the means to understand, plan, forecast and control activities effectively.
