ABSTRACT
Chapter 7 looked at the role of non-resident parents in terms of residence, contact and care of their children. To some extent, the state is neutral about this role - little is done to encourage non-resident parents to have more access or provide more care for their children. But the state is far from neutral in terms of the financial relationship that non-resident parents are expected to have with their children. This chapter explores this relationship.
