Wind forces, and ice and snow loads

Scaffolding is usually outside. Lateral instability is its greatest enemy, so wind force, which is both horizontal and upwards, is a factor that induces many failures. Well-constructed, well-braced and properly tied scaffolds do not blow down. The wind finds out those that are substandard in one or other respect, even though they are carrying out their function satisfactorily.
