ABSTRACT

During the immediate post-war years of the 1950s and 1960s the employers of the construction industry had only a limited choice of procurement methods which they might wish to use for the construction of their projects. During the period 1970–1995, changes in the methods of construction procurement have perhaps been one of the most fundamental changes to have taken place in the construction industry. It is of considerable importance to employers who wish to have civil engineering projects constructed that appropriate advice is provided on the method of procurement to be used. The employer’s procurement manager must consider the characteristics of the various methods available and recommend a solution which best suits the employer’s needs and aspirations. The procurement method recommended to the employer needs to be that which offers the best value for money.
