ABSTRACT
All peoples, winning their freedom, have had to go on wrestling with the handicaps of their own history: with the legacy left to them by the past. The gains of independence, and the powers these have given, have had to be measured against the weight and drag of those handicaps. So the questions we need to ask, when looking at the years since independence, have to refer to the struggle between old handicaps and new powers.
