In 1903 Joseph Chamberlain gave focus to the anxious but rambling debate about 'national efficiency' which had been provoked by the Boer War. He launched his 'tariff reform' campaign. 1 In reply, the Liberals - in office from the end of 1905 came to advocate a bold programme of social reform.
