Bonaparte is keen to get better financial support from the Dutch, and believes he can do this with a new constitution, based on the French model, which restores the old merchant class to its previous dominance in 1800 April-June. In September 14, 1800, a conservative coup, supported by French troops, announces meetings of primary assemblies to vote on a new constitution which reverts to a federalist system of government. French troops are ordered into the southern provinces of the Netherlands in 1810, January. The new regime embarks on a series of reforms creating the basis for the first national public administration in the Netherlands, and also reforming education and local government. In December 2, 1813, William is proclaimed Prince Sovereign of the Netherlands, assuming name and title William I. In June 21, 1814 the allies at the Congress of Vienna agree to make Belgium part of the new Kingdom of the Netherlands.
