Policies for prevention

By1992,theUKhaddevelopedastrategyforpreventingillhealth.England,NorthernIreland,ScotlandandWaleseach publishedseparatetargetedproposalsforimprovinghealthstatus. Comparedwithanumberofothercountries,theUKhasbeen relativelyslowtodevelopapreventivestrategywhichlinked improvementsinhealthstaustospecificpolicies.Forexample, CanadapublishedANewPerspectiveontheHealthofCanadians in1974(Canada,MinistryofNationalHealthandWelfare1974), andtheUSproducedHealthyPeoplein1979withafollowupin 1990(USPublicHealthService1979,1990).In1978,withthe Alma-Atadeclaration,theWorldHealthOrganisationlaunched itshealthpromotioncharterwhichencouragedallmemberstates todevelopplansforimprovinghealth(Document22,page327). Thischapterexamineswhypreventivepolicieshavedeveloped morestronglyaspartofhealthpolicy.Itlooksatthestrategies adoptedbyUKgovernmentsandthefactorswhichhaveshaped thedecisionstofollowparticularhealthpromotionpaths.
