European Community Decision-making: towards the Single European Market

In the 1950s a sector-by-sector approach to integration was pursued, not in response to a conscious theoretical model, but rather as a result of pragmatic political and economic considerations. Underpinning the approach was an intention to make war between France and West Germany unthinkable, and so build an enduring peace in Europe. This was to be achieved by promoting co-operation on a constructive basis, by a linkage of economic fortunes, rather than by keeping potential antagonists apart.
