ABSTRACT

This chapter provides an overview of the challenges facing urban wastewater governance in Latin America. Usually the analysis of water governance is centred on water supply, demand and distribution; there is far less discussion about sanitation and wastewater. While preliminary, this chapter provides a useful diagnosis as well as a list of suggestions on how governments can improve sanitation services in Latin American cities. In spite of the differences within and between countries and cities, there are commonalities around Latin American urban sanitation issues. Still, the author points to the urban heterogeneity as one of the distinctive challenges of wastewater governance in comparison with freshwater provision.
