ABSTRACT

Introduction: Ombudsmen Using an Ombudsman is a way of trying to resolve a complaint without going to court. This chapter is primarily concerned with the public offi ce of Parliamentary Commissioner for Administration (or ‘Parliamentary Ombudsman’), now referred to as Parliamentary and Health Service Ombudsman (PHSO) (see below). The Parliamentary Ombudsman is an independent offi ce that can help citizens make a complaint against a public authority. The system was fi rst created in the UK in 1967, set up under the Parliamentary Commissioner Act 1967 (as amended by the Parliamentary and Health Service Commissioner Act 1987 and the Parliamentary Commissioner Act 1994 ).
