ABSTRACT

This chapter focuses on the experiences of Indonesia and Pakistan which were supported through the Asian Development Bank (ADB) funded Neighbourhood Upgrading and Shelter Sector Project (NUSSP) in Indonesia. It also explores the Aceh-Nias Housing Reconstruction or Rehabilitation in Indonesia, under its Earthquake and Tsunami Emergency Support Project (ETESP); and the cash-transfer assistance programme in Pakistan under the Earthquake Emergency Assistance Project (EEAP). During the 1960s, the Asian Development Bank's (ADB) housing assistance was initially directed at public housing in Hong Kong and South Korea, and, later, Indonesia. Community contracting was introduced in Sri Lanka by the National Housing Development Authority in 1987 in response to the failures of the conventional tender and contract system. Much can be learned on disaster management and reconstruction work through Pakistan's experience in massive self-help housing. Multilateral agencies, like the ADB, collaborated with the Government of Indonesia's Aceh and Nias Rehabilitation and Reconstruction Agency to develop a housing reconstruction and rehabilitation programme.
