The Landscape of Standards

American educational standards emerged from the state and national policies and initiatives of the 1980s-1990s. Howard and Sanders (2006) assert that “standards serve as guides to best practices in a variety of endeavors associated with systems of accountability” (p. 54). The accountability era that started with the No Child Left Behind Act of 2001 reinforced the push for content and performance standards in schools.
