Case study four: the Barents Sea Gas Project

The motivation of the Finnish partner - several others were later brought in - was clear: The USSR was Finland's most powerful neighbour and the two countries had a long tradition of bilateral trading and collaboration. Finland had accumulated extensive experience of working with the Soviets in such diverse fields as the construction of nuclear power stations and ice-breakers, and thus this kind of large scale cooperation was not perceived by prospective participants as posing any excessive political risks.
