ABSTRACT

China's social policy for disabled persons has always been in a state of tension. Traditional Chinese values form the foundation for humanitarianism and benevolence and commensurately Chinese government reflects and projects these traditional values in care for the disabled within the country. The humanitarian asylum policy model has played a positive role in promoting and safeguarding the legitimate rights and interests of disabled persons. This chapter aims to investigate the development of China's disability policy from 1949 to 2013. After the reform in 1979, China's social policies for disabled persons continually followed the pattern of 'support and dwell'. At this time, the National Urban Relief and Welfare Conference stipulated that the government properly arrange livelihood for the elderly, mainly based on the 'support and dwell' concept. The China Disabled Persons' Federation (CDPF) was established in Beijing on 1988. One of its functions is to make policy for disabled persons in China.
