ABSTRACT

China’s social policy for disabled persons has always been in a state of tension. On one hand, traditional Chinese values form the foundation for humanitarianism and benevolence and commensurately Chinese government reflects and projects these traditional values in care for the disabled within the country. On the other hand, it sets limitations on its duties by emphasising family obligations and individual responsibility. The Chinese government’s disability policy has also been affected by social and economic changes, especially after its 1978 economic reform. This chapter aims to investigate the development of China’s disability policy from 1949 to 2013.
