Health and safety management systems – organising ���������������������������������������
Industries are, of course, meant to be self-regulating in health and safety matters under the Health and Safety at Work (etc.) Act 1974, implying a general responsibility, a generalised duty of care, and (since the 1990s) requiring a realised concept of a health and safety culture in organisations. To some extent, then, everyone does have health and safety responsibilities – but some are more responsible than others. Perhaps it is more accurate to say that whereas everyone does have health and safety responsibilities, a much smaller number of people are responsible for the management of health and safety (which is what this section is really about).
