ABSTRACT

SUMMARY. The author argues that exchange is no longer an effective means for the acquisition by Western libraries of publications from the countries of the former Soviet Union and Eastern Europe. This is primarily because exchange is no longer cost-effective, thanks to major changes in the financial situation of exchange partner libraries in the former Soviet Union and Eastern Europe. In addition, new vendors and commercial sources are able to supply most of the materials formerly available only via exchange.
