ABSTRACT
Summary The divide between information have and have-nots is highlighted by National Telecommunications and Information Administration studies. While more Americans have access to the Internet than ever before, a great majority of Blacks, Hispanics and other minorities lack such access. The role of libraries is this “information apartheid” situation is to provide free access to the Net and other technologies. A related matter: the question of domain names.
