ABSTRACT

The phrase reverse discrimination has come into recent English usage in consequence of efforts to eliminate the unjust discrimination against human beings on the basis of race, color, sex, religion, or national origin. The conscience of the American community has caught up with the im­ moral practices of its past history. The Civil Rights Act of 1964 and the presidential executive orders which it inspired have made the absence of open or hidden discrimination of the kind described a required condition of government contracts. An equal opportunity employer is one who pledges himself to a program of affirmative action in order to insure that the invidious discriminations of the past are not perpetuated in masked or subtle form.
